Kirksville Connection for September 2024
Whiskey and Turkey Festival returns September 7
Don’t miss Main Street Kirksville’s Whiskey & Turkey Festival on Saturday, September 7. All of the fun will be located on South Elson Street in Downtown Kirksville.
The festival starts at 5:00 pm with music, turkey legs and plenty of drink options. Deadwood hits the stage at 5:00 pm and Riker starts playing at 7:00 pm.
This event is a fun twist on Kirksville history. The legend goes that Jesse Kirk served a meal of turkey and whiskey to the key people who ended up naming the City after him.
For more info, visit the Tourism Department Facebook page at Facebook.com/VisitKVMO or the Main Street Kirksville page at Facebook.com/DowntownKirksville.
Utility rate increase proposals from local utilities
The City of Kirksville would like to make the community aware of proposed rate increases by two local utility providers, as well as opportunities to provide feedback for those rate proposals.
Both Ameren and Liberty Utilities are seeking rate increases for their services. You might have even received information from both entities already. If approved by the Missouri Public Service Commission, these rate changes would take effect in 2025.
Ameren has proposed a net increase in its base rates of approximately $446.2 million, which would be an increase of about $17 each month for the average electric customer.
Liberty has applied for a net rate increase of about $11.2 million, which would be an increase of about $15 each month for average customers of northeast Missouri.
Residents can submit feedback in multiple ways:
• Individuals can contact the Office of the Public Counsel (Governor Office Building, 200 Madison Street, Suite 650, P.O. Box 2230, Jefferson City, Missouri 65102-2230, telephone (866) 922-2959, email opcservice@opc.mo.gov). The Office of the Public Counsel is a separate state agency that represents the general public in matters before the Commission.
• Individuals can contact the Public Service Commission Staff (P.O. Box 360, Jefferson City, Missouri 65102, telephone 1-800-392-4211, email pscinfo@psc.mo.gov).
• Online comments can be submitted by visiting efis.psc.mo.gov. An account must be created to submit a comment. For detailed instructions on how to use that site, head to https://psc.mo.gov/.../Publi.../New%20Consumer%20Comment.pdf.
RTS to continue as trash service provider
At its August 5 meeting, the City Council selected RTS Waste Services to continue as the residential waste services provider in Kirksville. That contract begins October 1 and continues through September 30, 2029.
RTS and Waste Management were the two bidders who submitted proposals. RTS proposed a monthly cost of $15.00 per month, with a 50-cent increase each year after. WM proposed a monthly fee of $20.35 per month, with a 5.5-percent increase each year after, with a larger, 96-gallon tote, and an additional fee for glass recycling collection.
This means you will begin seeing $15 per month on your utility bill in October.
Ballot item moving to spring 2025
Information on a November ballot item that would support several new community buildings was included in the last two editions of the Kirksville Connection.
City staff are still working to finalize plans for those buildings. So, the City Council decided to move that ballot item to the Municipal Election next spring.
Leading up to the election, the City will use multiple communication channels to make sure residents are informed and knowledgeable on the subject before casting their votes.
Please pay attention to future Kirksville Connections, the official City social media accounts, and public meeting opportunities for information on these projects.
Household hazardous waste drop-off
Household hazardous waste (HHW) drop-off for City residents will be Saturday, September 21, 2024, between 9:00 am and 12:00 pm at the Public Works Complex, located at 2001 N. Osteopathy St. Citizens must call Public Works to schedule an appointment. Citizens will not be allowed to drop off waste without an appointment. Appointments are limited and no additional appointments will be made once the schedule is full.
HHW applies to any leftover household products that contain corrosive, toxic, ignitable, or reactive ingredients. Commercial hazardous waste is not accepted. Latex paint is not accepted. You can dispose of latex paint in your trash as long as it is in a dry, solid, hardened state. You may use kitty litter or sand to harden it, or simply leave the lid off so it can dry out. A maximum of 10 gallons of paint will be accepted from each citizen with a scheduled appointment.
Along with latex paint, additional items that are not accepted are syringes, items containing mercury, knives, electronics, computer batteries, containers over five gallons, and cylinder items such as fire extinguishers, freon, helium, and propane bottles. The City will not accept products, waste, or items that cannot be identified.
Positive and negative battery terminals must be covered with masking tape. If they are not taped, they will not be accepted. Only lithium, alkaline, mercuric oxide and silver oxide batteries (button, AAA, AA, C, D, 9-volt, etc.) are accepted. Batteries from computers, cars, or phones are not accepted.
For more information, or to make an appointment, contact the Public Works Department at 660.627.1291!
